is used to create a vertical bar character "|
", also known as a pipe, so it can be used in wikitext markup and not recognised as a special character in parser functions.
Usage
{{!}}
is used to escape the vertical bar "|", so that it is interpreted later than it would be otherwise.
This is typically used in two ways, firstly, for a table that is used in a template:

Secondly, it may be used in templates that expect a file name for parameters not defined in the template.
