This feature has been removed from the game.
It has been replaced by Containers.
The Wheelie Bin was a moveable storage container that could be dragged around as a "packing mule", without encumbering the player in any way.
As of the 2.9 release, wheelie bins are no longer movable.

- 1 in each villas, 6 in total
Downtown District
- In the Coffee-shop is a backroom full of wheelie bins.
